Why do people say abstinence is 100% effective at preventing pregnancy and STIs?

Why do people say abstinence is 100% effective at preventing pregnancy and STIs?This is probably nitpicking, but what if you are raped?
I mean people say it as a moral thing. They basically say "If you don't choose to have sex, you won't get pregnant!" That isn't always true.
@Brianna - The people who taught the abstinence-only sex education class at my school. We heard that one a thousand times a day.

abstinence if refraining from doing something, in this case, sex.
getting raped has nothing to do with you refraining from doing something.
its 2 completely differrent things.
