In the era of an STD disease that has killed millions worldwide: why are people not expected to use protection?

In the era of an STD disease that has killed millions worldwide: why are people not expected to use protection?- if they don't know the HIV status of their partner?
just a quick comment on the idea that a person who gets infected should be allowed to file charges against a person who is a carrier.

So absurd I think the world has gone mad.
No better than the notion of Jews in concentration camps.

Well they are. That is the general consensus from government public service announcements. Same with drinking responsible, not doing drugs and eating a balanced diet. The reason why the individual may not protect themself is a personal decision.

Not to mention the fact that sex leads to pregnancy...people just don't think straight. It's always my favorite when the supposedly rational males say they don't want to use condoms "because they're annoying." Yeah, so are babies and writing child support checks.
