For one thing, don't jump into sex so fast. Really get to know him. I would tell him you value yourself as a person and don't want to spend the rest of your life with a venereal disease, and just talking about it doesn't prove anything, so make him get a checkup and show you the results. You can do the same for him. Some people have diseases that are not active at certain times, so even if his penis looks clean, doesn't mean he is. Sorry, that's just the way it is.

Otherwise there is no way to know.
And if he says he is clean and wants to have sex without a condom tell him to use it on himself.

Depends on when you ask them, if you ask when you're making out then that could kill the mood. Most of the time you wouldn't be able to tell unless they told you. Have a private talk with them about sex and ask them. If you don't trust their answer then ask them to get tested, they would if they really love you.
You have very little risk of getting any thing from just kissing. Get to know your partner before you have sex and use condoms if you do decide to have sex until you can find out for sure if your partner is clean.
