Symptoms can, not manifest for large periods of time when first contracting disease. its very much a possibility that you can contract herpes (or any disease) from someone who is not symptomatic. this is due to a slow immune response to a pathogen in the host (contactee's) body. Whilst the hosts disease can go undetected for large periods of time, they can still be contagious to others.

You did not say how you were tested. IF it was a visual diagnosis, you cannot trust it. IF it was a viral swab taken 24-48 hours from when the sores appeared, it is reliable. Beyond that time frame, it is NOT reliable. If it was the IgM test--notoriously unreliable!
You also did NOT tell us which "type" of herpes they diagnosed. Was it HSV-1 (oral herpes transmitted to the genitals via oral sex), OR was it HSV-2 (REAL genital herpes). Makes a difference. If your partner has a history of cold sores, then it is possible that is the infection that you have. REAL genital herpes (HSV-2) rarely transmits to the mouth, but HSV-1 often transmits to the genitals.
To start, men are often asymptomatic for genital herpes--and sometimes even for oral herpes. The best way to tell whether he is the one who caused the infection is to ask him to get the IgG type-specific herpes blood test NOW. The "type-specific" test will tell you which "type" of herpes he has--HSV-1 or HSV-2. IF your partner tells you he has been tested and is "clear," don't take that as an answer. MOST STD tests (even in a doctor's office) do NOT include herpes unless you specifically request that test--and pay extra for it.
-IF he tests positive for HSV-2 at this point, then he has been infected with the virus previously (it takes 2 weeks-4 months for the herpes antibodies showing infection to show up in the blood). If he is positive, then he's been infected for awhile.
-IF he does NOT test positive, then he is cheating on you and his infection is a recent one--probably within the last month.

YES it's possible. I contracted herpes from my boy friend and he didn't know that he had contracted it from an ex, I know he doesn't cheat and I was only having sex with him. If you're sure that you're only having sex with each other, then it most likely came from, he should be tested too. Symptoms usually take about 2-30 days to show up. A lot of men can have herpes with out showing symptoms, simply because they have strong immune systems. When you have a healthy immune system you can have milder break outs. When you don't have a lot of signs or symptoms of herpes then you can mistake it for some thing else, or write it off as another thing all together.
