Many STD's are not passed through fluid, but through skin to skin contact (eg genital herpes, genital warts). The symptoms such as herpes blisters or warts can occur on places such as on or around the base of the penis, or the outer vulva of a female. These areas are not covered by a condom and often come into contact during penetration.
